WHO outlines a call for academic experts in the field of health and migration, with expertise in the following topics as they relate to health and migration: universal health coverage, health emergencies, social determinants of health, public health, demography, statistics, economics, medical anthropology, political science, international law/public health law, governance, human rights in public health. Background
The WHO Health and Migration Programme (PHM) is currently in the process of developing the first WHO global research agenda on health and migration. To support this, a series of technical consultations are being held from September to December 2022, culminating in a final research prioritization session where priority research themes will be decided.
The research agenda setting is a global exercise that initiates the process of defining global research priorities in health and migration. Through concurrent formation of a research network and inter-regional mechanisms for discussion, it will support an ongoing, iterative process which will reflect emerging research priorities in health and migration.
The main objectives are to:
- promote research on health and migration through setting global research priorities to serve as a platform for further regional, country and migration context specific research priority setting and research activities;
- strengthen knowledge production and effective development of research on health and migration;
- build research capacity on health and migration and ensure translation of knowledge into policy and implementation.
The expert consultations will be the start of a further research agenda setting, engaging at global, regional and country levels over the next few years. In addition, these technical consultations with academia, civil society, and WHO regional offices and headquarters, will also inform the next steps of the WHO Global Action Plan on promoting the health of refugees and migrants.
Purpose
The purpose of this open call is to invite applications from academics with expertise in the following topics as they relate to health and migration: universal health coverage, health emergencies, social determinants of health, public health, demography, statistics, economics, medical anthropology, political science, international law/public health law, governance, human rights in public health, to apply to take part in a series of online technical consultations on the research agenda.
The series of technical consultations will contribute to the formation of the first WHO global research agenda on health and migration via:
- Identifying research opportunities and gaps within the themes of the triple billion targets (health emergencies, universal health coverage, healthier populations) as they relate to migration
- Identifying the type of research needed to fill this knowledge gap (i.e., new knowledge, higher quality knowledge, effective translation into policy and practice)
- Clarifying the institutional level this knowledge applies to (individual/health system/governance)
- Outlining potential priority areas for future action in health and migration research.
Submitting your expression of interest
This open call is designed to receive submissions from academic experts across all WHO regions to apply to participate in three to four 2.5 to 3-hour online technical consultations between November and December 2022 as part of the WHO Global Research Agenda Setting on Health and Migration.To register your interest in being considered for the technical consultations on the research agenda, please submit the following documents by midnight Geneva time (CET) on 1st November 2022 to [email protected] using the subject line “Expression of interest for the research agenda technical consultations”:
- A cover letter, indicating your motivation to apply and how you satisfy the selection criteria. Please note that, if selected, participation will be in a personal capacity. Therefore do not use the letterhead or other identification of your employer;
- Your curriculum vitae; and
- A signed and completed Declaration of Interests (DOI) form for WHO Experts, available at https://www.who.int/about/ethics/declarations-of-interest and agreement with the Code of Conduct for WHO Experts here.
After submission, your expression of interest will be reviewed by WHO. Due to an expected high volume of interest, only selected individuals will be informed.
Important information about the selection processes and conditions of appointment
Experts will be invited to join the technical consultations based on their expertise and contributions to the field of refugee and migrant health and must have been actively working in the field of health and migration for at least 10 years, at the national, regional and/or international level.
Participants in the technical consultations must be free of any real, potential or apparent conflicts of interest. To this end, applicants are required to complete the WHO Declaration of Interests for WHO Experts, and the selection to take part in the technical consultations is dependent on WHO determining that there is no conflict of interest or that any identified conflicts can be appropriately managed.
All participants will serve in their individual expert capacity and shall not represent any governments, any commercial industries or entities, any research, academic or civil society organizations, or any other bodies, entities, institutions or organizations. They are expected to fully comply with the Code of Conduct for WHO Experts. Members will be expected to sign and return a completed confidentiality undertaking prior to the beginning of the first technical consultation.
The selection of participants of the technical consultations will be made by WHO in its sole discretion, taking into account the following (non-exclusive) criteria: relevant technical expertise; experience in international and country policy work; communication skills; and ability to work constructively with people from different cultural backgrounds and orientations. The selection of participants will also take account of the need for diverse perspectives from different regions, especially from low and middle-income countries, and for gender balance.
