About this scheme

The Public Sector Low Carbon Skills Fund provides grants for public sector bodies to access skills and expertise to unlock heat decarbonisation on their estate.

Phase 3 Public Sector Low Carbon Skills Fund has allocated £14.5m worth of grants to public sector bodies keen to take a step towards a low carbon future. The funding is aimed at helping public sector organisations to engage the specialist and expert advice and skills required to put in place or improve an existing heat decarbonisation plan. 

The Public Sector Low Carbon Skills Fund proved highly popular, with organisations across the country applying for the funds. The scheme, which is run by the Department for Energy Security and Net Zero (formerly the Department for Business, Energy and Industrial Strategy) and delivered by Salix, received 733 applications when it opened on June 15, 2022, totalling five times the available funding. 

The Low Carbon Skills Fund was launched in September 2020 to help all eligible public sector bodies to engage specialist and expert advice to identify and develop energy efficiency and low carbon heat upgrade projects for non-domestic buildings and then prepare robust and effective applications for the Public Sector Decarbonisation Scheme. The Phase 3 Low Carbon Skills Fund is the third round of this scheme.

Scheme benefits

  • The scheme addresses the need to meet the UK’s 2050 Net Zero target by focusing on decarbonising the way buildings are heated.
  • The funding allowed public sector organisations to engage specialist and expert advice to identify and develop a heat decarbonisation plan with a focus on energy efficiency and low carbon heat upgrade projects for non-domestic buildings.
  • Will put organisations in a strong position to take the next steps in decarbonising, by enabling them to develop detailed project proposals that will help them to apply for any future grant funding for capital decarbonisation measures, or alternative sources of finance.
  • Organisations can think more strategically and be better prepared for future decarbonisation opportunities.
