My reflection in today’s Panel discussion on “Beyond Barriers” a research project on localization funded by the Bureau for Humanitarian Assistance (BHA-USAID), As localization remains stagged in the global south and more so #Somalia is far behind seeing significant localization reality. More areas for improvement are but not limited to:- 1. Push the localization Agenda from a higher level and have a unified position; Despite the desire and ambition of advocating for #Localization majority of the Somalia Donor Group doesn’t have clear and strategic guidance on ICR which is a major factor in the transformation desired for localization to prosper. 2. The funding structure challenges – Donors' funding brackets are so high that automatically alienate NNGOs to apply due to the high threshold of the RFP, Thus a more realistic funding bracket of 5-10 million is ideal for National NGOs to apply directly. 3. Appetite for risk sharing 4. Adoption of unified Due Diligence (DD) tools that is commonly accepted by donors and INGOs in Somalia in general, There is a SPAT assessment tool developed by the Somalia NGO Consortium, but that is subject to commitment to materialize its adaptation across the board.
