Project summary

2050 CliMobCity is about climate mitigation in the field of urban mobility. Many cities have formulated very to modestly ambitious climate aims for the very long term (e.g. 2050) or for a shorter period (e.g. 2030). Whatever aim, many cities are uncertain about if and how they can achieve these goals. The project addresses measure (package)s to sufficiently improve the CO2-performance of urban mobility, and the governance required in this regard. The central question is: How must mobility change to achieve climate-friendly mobility? And because the urbanism also influences the sustainability of mobility, the question includes: How must the urban structure change to achieve climate-friendly mobility?

 

The project contributes to answering these questions, focusing on three issues for interregional learning: 1) Identification of measure packages to sufficiently reduce CO2 of mobility for the local or regional climate aims, and their implementation in strategic mobility or spatial plans, 2) Electric mobility and large scale charging of electric road vehicles, and 3) Information and communication systems supporting modal shift or shorter distances enhancing carbon-friendly mobility. All partner cities, Bydgoszcz, Leipzig, Plymouth and Thessaloniki, are contributing ones, having manifested themselves in (one or more of) the mentioned innovative areas. All partner cities are also learning ones.

 

The first issue is relative complex, while also being extremely relevant, as it shows whether a city is sufficiently on track for its climate aims. To convince all city actors to incorporate identification results in strategic city plans and other policy documents and announce corresponding actions in the project action plans, the project demonstrates the value of the identification by carrying out such exercise for each partner city in the learning phase.

2050 CliMobCity helps policymakers to identify, plan and implement mobility policies that support their long-term climate objectives.


What policy instruments does the project address?

The policy was developed to transform Leipzig towards a leading city of intelligent mobility (post fossil) in Germany. It includes a wide range of concrete measures which should be implemented to reach this target. Each defined measure includes the description, objectives, initiator, responsibilities, partners, scheduling, financing and costs.

 

It needs to be improved due to fast changing framework/market conditions (e.g. technological development of charging infrastructure, legislation…)

  • City of Leipzig

The aim of this priority is to increase using of public transport in cities and their functional areas. It is possible to buy low-emission vehicles, to built “park&ride”, “bike&ride” and “kiss&*ride”. What’s more Intelligent Managements Transport System are supported. The city and the reduction of the concentration of cities. The realization of these tasks will help to reduce air pollutants, including greenhouse gases, generated by vehicles. The operations carried out in the Regional Operational Program for the Kujawsko-Pomorskie Voivodship 2014-2020 have to result from urban or technical mobility plan or Sustainable Energy Action Plan – Low carbon emission plan for the City in which there are included suggestions to reduce air pollution caused by transport. As a result Regional Operational Program for the Kujawsko-Pomorskie Voivodship 2014-2020 support also e-mobility and pilot actions.

City of Bydgoszcz has its own “Sustainable Energy Action Plan – Low carbon emission plan for the City” and it is a great need to start implementation of e-mobility in Bydgoszcz. It is absolutely required to prepare E-Mobility Strategy for Bydgoszcz and start pilot action like PV car port for citizens to achieve SEAP and ROP for the Kujawsko-Pomorskie Voivodship 2014-2020 targets.

According to the Operational Programme of Central Macedonia 2014 – 2020, “…due to the negative effects of climate change, redeployment is necessary of the regional energy system through the reduction of energy consumption, the increase in energy efficiency, to help create a low-carbon economy…”, “…To improve the urban environment and the quality of life, it is necessary to reduce greenhouse gas emissions from urban areas and transportation. The result can be achieved through implementation of Urban Mobility Plans that will include promotion of Public Transportation, transfer of antifouling technology and / or fixed track, exploiting the use of modern ICT in urban transportation, as well as with promoting sustainable urban transport, with emphasis on smart and alternative transportation...”

 

 

To fill the gaps and make further use of the experience gained in the field of Renewable Energy Sources (RES) and energy saving, the RCM sets as priority (among others): Promoting integrated interventions for urban mobility with the ultimate goal of reducing CO2 emissions and other pollutants such as PM10, SO2 and NO2, in the metropolitan area of Thessaloniki and other urban centres.

The policy instruments sets the following criteria (amongst others) for investment:

 

• Investments shall be prioritised according to their contribution to mobility, sustainability and to reducing greenhouse gas emissions.

 

Currently, statutory transport strategies are designed primarily to deliver improved journey times - GHG reductions and modal shift being secondary. We want a more integrated approach that optimises all these elements and so more effectively delivers GHG reductions.

TO 4: Promote the transition to a low carbon economy in all sectors. It has been established to respond to the existence of opportunities for improvement in the use of natural and energy resources (Need 5) in order to promote sustainability by supporting the renewables energies, increased energy efficiency and protection of the natural environment and resources.

 

The policy instrument "4e - Promotion of carbon reduction strategies for all types of land, especially in urban areas, including the promotion of sustainable multimodal urban mobility and adaptation measures effective mitigation" and "040e1 - OE 4.5.1 Promoting sustainable urban mobility: clean urban transport, public transport, urban-rural connection, improvements in the road network, transport rider, pedestrian, electric mobility and development of systems of clean energy" of the Regional Operational Programme ERDF Andalusia 2014-2020 will be addressed.

 

IMPROVEMENT NECESSITY:

 

Achieving emission reductions of Greenhouse Gases (not covered by the ETS) from 10% in 2020 compared to 2005 values (EU 2020). Also to benefit from low carbon economy and sustainable mobility.
