North Sound Region
 
Important Note:  Pursuant to the Governor’s Directive, 20-08, this position will be subject to one furlough day per month beginning August 1, 2020, through November 30, 2020.   

We are seeking a Regional Tribal Liaison (Medical Assistance Program Specialist 2) for the North Sound Region. The North Sound Region is comprised of Island, San Juan, Skagit, Snohomish and Whatcom counties. The Regional Tribal Liaison should be a resident of one of these counties. The Regional Tribal Liaison will be part of the Office of Tribal Affairs (OTA) of the Health Care Authority (HCA).

Under the supervision of the Tribal Affairs Administrator, the Regional Tribal Liaison works independently and with different HCA programs, the tribes and other Indian Health Care Providers, non-Indian health providers, and American Indians and Alaska Natives (AI/AN). This position also trains non-tribal organizations and agencies on state-tribal intergovernmental relations and tribal sovereignty, Indian health care systems and programs, and federal and state requirements related to tribes, other Indian health care providers, and AI/AN.

Some of what you'll do:
  • Serve as HCA primary point of contact in your Region for tribes, other Indian health care providers, and AI/AN applicants and recipients of HCA services, to address complaints and identify systemic HCA issues leading to poor services or disparate access to services for tribes, other Indian health care providers, and AI/AN individuals in the Region.
  • Implement the Washington Indian Health Improvement Act to achieve additional federal matching funds, thereby freeing up state dollars to be re-appropriated into the Indian Health Improvement Reinvestment Account.
  • Train non-tribal organizations, including Managed Care Organizations, Accountable Communities of Health, and Behavioral Health Administrative Service Organizations, on Indian health care, applicable federal and state laws and regulations, and the government-to-government relationship between tribes and HCA.
  • Develop and maintain with each tribe in the Region a government-to-government a plan on the goals that HCA and the tribe will work toward during the upcoming time period.
  • Help each Tribe in the Region maintain a Tribal Plan for their use of federal and state behavioral health funds for behavioral health prevention, intervention, treatment, and recovery support programs.

What we are looking for (required qualifications):
  • Master's degree from an accredited university in public or business administration, public health or social work, physical or behavioral health care, or a closely related field;
  • Two years of additional qualifying experience will substitute for the required Master's degree, with a Bachelor's degree from an accredited university in public or business administration, public health or social work, physical or behavioral health care, or a closely related field;
  • At least 3 years of supervisory or consultative experience in health services, social services, Medicaid, or social security disability program;
  • At least 2 years of experience working with tribes or AI/AN individuals; and
  • Demonstrated ability to:
    • Communicate effectively in writing, using plain English, bullets and parallel structure, and good grammar, and without using the passive voice;
    • Write accurate and concise summaries or descriptions of events or discussions;
    • Read and summarize policy or regulatory documents;
    • Analyze laws, regulations, or policies and apply them to specific cases or situations;
    • Actively listen to people from diverse backgrounds, including diverse AI/AN backgrounds, with a focus on understanding what they have to say and serving as translators to policy-makers and decision-makers;
    • Engage and interact with people from diverse backgrounds, including diverse AI/AN backgrounds, with cross-cultural humility and respect; and
    • Facilitate meetings of individuals from different organizations and/or diverse backgrounds.

What we would like to see (these qualifications are not required):
  • Two years or more experience working in or with an Indian Health Service (IHS)-funded program, including direct service IHS, Tribal health programs under Title I or Title V of the Indian Self-Determination and Education Assistance Act, and urban Indian organizations.
  • Personal knowledge and understanding of tribal government operations and Washington state government operations.

Supplemental Information:
This position works from home (tele-work) and requires sufficient internet access for virtual meetings (e.g., Skype and Zoom) and daily virtual private network (VPN) connection to HCA systems.

Position requires reimbursable travel throughout the Region and statewide at times to meet with tribes, other Indian health care providers, and/or non-tribal entities with regard to Indian health care.

Retirement and Deferred Compensation
