Position Description

This position offers an exciting opportunity to be on the leading edge of police reform. The Office of Inspector General for Public Safety (OIG) was established by Ordinance 125315 as part of the City of Seattle's police accountability reform effort. OIG's charge, as established by ordinance, is "to help ensure the fairness and integrity of the police system as a whole in its delivery of law enforcement services by providing civilian auditing of the management, practices, and policies of SPD and OPA and oversee ongoing fidelity to organizational reforms implemented pursuant to the goals of the 2012 federal Consent Decree in United States of America v. City of Seattle, 12 Civ. 1282 (JLR)." The goal of OIG is to ensure constitutional, accountable, effective, and respectful policing that reflects the values of Seattle's diverse communities and engenders community trust. The first Inspector General was confirmed by the Council on April 30, 2018.
 
This position creates work products and participates in decision-making that further the purpose and goals of OIG. This position is expected to have the expertise to (1) generate advanced, high-quality work products in support of OIG's mission with a high level of autonomy, and (2) advise the position's supervisor and the Inspector General about effective courses of action in a complex, highly scrutinized environment. This position provides key support for OIG's auditing of the management, practices, and policies of the Seattle Police Department (SPD) and Office of Police Accountability (OPA).
 
OIG seeks a person who is energized by the ability and opportunity to leverage a wealth of complex police data to perform analysis in support of police accountability efforts. The position will provide statistical expertise to assist OIG in collaboration with law enforcement, community, data scientists, and social justice advocates, in an environment where objectivity and accuracy are critical to OIG's effectiveness and credibility.
 
Pursuant to Ordinance 125315, an applicant must not have been employed by the Seattle Police Department as a sworn officer and must pass a background check.
 
This position is currently under review for the classification title of Strategic Advisor 1, Exempt.

Job Responsibilities

The position may perform the following duties:

  • Assist the leadership team and agency staff with the planning and development of work products, informed by knowledge and expertise in statistical analysis and methodology.
  • Perform complex statistical analyses of sample and aggregate data sets to identify patterns, trends, and systemic issues with criminal justice system operations that involve SPD or OPA.
  • Evaluate the statistical conclusions of partner agencies such as SPD with a critical, informed eye.
  • Provide OIG with expertise on statistical methods.
  • Train, mentor, and provide quality assurance on statistical methods for other team members.
  • Work as part of a team in conducting and supporting policy analysis that is informed by a review of the customs and practices of local and other law enforcement jurisdictions.
  • Support literature review and secondary analyses of research, theory, and practices relevant to criminal justice. 
  • Effectively communicate the body of work to internal and external audiences.
  • Be able to use discretion and care in handling confidential and sensitive information.
  • Other relevant duties as assigned.

Qualifications

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university (or a combination of education, experience, and measurable performance that demonstrates the capability to perform the work of the class);
  • Three (3) years of work experience in a social science discipline (criminal justice, economics, demography, sociology, political science) or related field, conducting operations research, business analytics, or applied statistics;
  • Ability to analyze and derive insights from large quantitative and qualitative geo-coded datasets using advanced statistical software packages; and
  • Excellent analytical, verbal, and written communication skills and ability to translate complex, technical information for colleagues and consumers who have non-technical backgrounds.
 
Desired Qualifications:
  • A graduate degree;
  • Experience in the use of statistical modeling techniques to analyze policy research questions in areas of social policy, policing, government, or related areas;
  • Extensive experience with and proficiency in statistical computing software or data analytic environments (e.g., SAS, SPSS, Stata, SQL, Python, R, Tableau), including the ability to analyze large and complex datasets for patterns and trends, and build statistical models;
  • Knowledge and experience with statistical and data-mining concepts such as multivariate analysis, significance testing, regression, decision trees, clustering, forecasting, sampling, and scenario analysis;
  • Highly proficient in sampling techniques;
  • Ability to perform meta-analysis (for literature review);
  • Experience in an applied, policy research setting, preferably in criminal justice;
  • Familiarity with law enforcement operations, laws, and regulations;
  • Understanding of government infrastructure, political dynamics, and budget processes;
  • An appreciation of the city's ethnic and socio-economic diversity, and experience working with and valuing the perspectives of diverse groups and individuals;
  • Highly organized team player who can also work independently and offer thoughtful input to the team on systemic reform issues, with a ready and willing to work attitude.
