This guidance helps licensing authorities to implement laws that enable disabled passengers to use taxis and private hire vehicles (PHVs).

It provides advice on how to:

  • designate vehicles as wheelchair accessible
  • communicate new requirements to drivers and operators
  • handle exemption applications from drivers
  • enforce the requirements

The Taxis and Private Hire Vehicles (Disabled Persons) Act 2022, which amends the Equality Act 2010, commences on 28 June 2022.

It places duties on drivers, operators, and local licensing authorities so that any disabled person has specific rights and protections to be carried and receive assistance without being charged extra.
