We will use the evidence gathered, together with further stakeholder discussions in the UK and abroad, to develop our policy proposals for consultation.

BEIS and the Treasury intend to consult later this year on a range of carbon leakage mitigation options. This will include the policies explored in this Call for Evidence, as well as whether measures such as product standards and a carbon border adjustment mechanism (CBAM) could be appropriate tools in the UK’s policy mix.

We received 59 responses to this call for evidence from a diverse range of groups, including:

  • environmental non-government organisations (NGOs)
  • heavy industries
  • academic institutions
  • standards bodies
  • devolved administrations
  • local authorities
  • professional firms involved in architecture, construction and other services
  • trade associations
  • the transport industry

Call for evidence description

Following the commitments made in the Industrial Decarbonisation Strategy, this call for evidence asks for information and views on the design and implementation of policies that can support the growth of a market for low emissions industrial products.

The questions cover:

  • how low emissions products can be defined
  • the sectoral and product scope of the policies
  • the reporting of emissions necessary to facilitate these policies
  • how these policies can best be implemented

Our aim is to gather evidence from a broad range of UK and international manufacturers, buyers of industrial products and other experts, to enable development of successful proposals that work for the whole of the UK.

Demand-side policies for industrial decarbonisation

To provide additional context, we commissioned a review of the design and effects of relevant product standards, labelling schemes and procurement policies in other countries and the private sector.

The attached report highlights cross-cutting elements of policy design and implementation, and contains recommendations for policy makers. Please read this alongside the call for evidence for more details on how and where these types of policies have already been implemented.
