The consultation sought views on the process for managing appeals against parking charges, including the proposal to mandate the use of a new independent appeals service; the funding, monitoring and enforcement of the upcoming Code of Practice; and a new system for private parking charges.

We also asked respondents to provide thoughts on a proposal for a new Appeals Charter, setting out how parking operators should treat certain grounds of appeal based on innocent error or mitigating circumstances.

The government received 1,000 (applicable) unique responses. This document provides a summary of the feedback and outlines the government’s response.

The government has announced it will consult further on the level of parking charges proposed in chapter 4.

The further technical consultation was published on 30 July and will close on 27 August 2021.

Consultation description

In response to widespread concerns about the poor practice and behaviour of some parking operators, the government supported the Parking (Code of Practice) Act 2019, which was introduced by Sir Greg Knight MP.

It will lead to the creation of an independent Code of Practice for private parking companies. The draft of this is being consulted on by the British Standards Institute.

The Code, however, is only one part of a wider regulatory framework. The government is consulting on the Code Enforcement Framework and this consultation seeks views on how we can improve the regulation of the private parking industry for the benefit of consumers, parking operators and landowners alike.
