Patient and public voice partners for the NHS Genomics Ethics, Equity and Legal Advisory Group

NHS England’s Genomics Unit is recruiting 2 patient and public voice partners to join its newly established NHS Genomics Ethics, Equity and Legal Advisory Group (the group).

Ensuring equity of access to genomic services and the benefits of research opportunities is a key feature of the Accelerating genomic medicine in the NHS strategy (the strategy) published in October 2022, and is a focus of the delivery of each of its 4 priorities.

Genomic data is becoming increasingly complex, as technology develops and as more next generation sequencing and whole genome sequencing takes place. As such, there may be more ethical and legal issues that arise, that require consistent advice to be provided across the system. The strategy, therefore, made a commitment to establish the NHS Genomics Ethics, Equity and Legal Advisory Group to understand the impact of genomics on all patients, their families and carers.

Purpose

The purpose of the group is to provide expertise to consider ethical and legal themes within the NHS Genomic Medicine Service (GMS) while also ensuring that the NHS GMS provides equitable access to all patients.

Using the Core20Plus5 approach, the group will provide impartial, evidence-based advice and recommendations to the NHS GMS, to inform decision making on what the NHS GMS should and should not do as the service continues to develop.

Key areas of focus will include:

  • identification of appropriate datasets to inform a health inequalities analysis of NHS GMS activity
  • reviewing data to form a view on equitable access to testing and to precision medicine, clinical trials and research to make recommendations on other data that needs to be captured
  • identifying actions arising from the review of data that could be taken to address any inequalities within the NHS GMS
  • reviewing the NHS Genomics Programme and the NHS GMS to ensure that health inequalities, and protected characteristics more broadly, are embedded and any gaps are addressed
  • considering key themes from legal advice that is provided at a local trust level and how this aligns with other guidance provided to the NHS GMS, in order to ensure consistency and learn from past experience to inform the NHS GMS
  • providing expert opinion on proposed research and innovation activity to ensure that ethics, equity and legal issues are considered.

The group does not have decision-making powers but reports into and advises the Genomics Senior Management team and informs the NHS Genomics Board.

The Group will meet 4 times per year. Its chair may convene additional meetings (in person or via Microsoft Teams), as necessary, including if members of the group wish to call additional meetings.

We are keen to hear from people who have lived experience of genomic services, as a patient or carer, and who are connected in with patients and have an interest in these services, including matters concerning ethics and equity.

Adult specialised cardiology services patient and public voice partner

NHS England is seeking a new patient and public voice (PPV) partner to join its Cardiac Services Clinical Reference Group (CRG), alongside another PPV partner.

Cardiac services includes provision of surgical interventions for coronary artery disease requiring surgical revascularisation and valve disease requiring surgical valve repair or replacement. This CRG covers adult specialised cardiology, including the use of complex invasive devices, adult cardiac services and transplantation.

We are keen to hear from people who have lived experience of adult cardiac services, as a patient or carer, who are connected in with patients and have an interest in these services. These roles attract an honorarium and expenses are covered. We will train and support you in this role and you will work alongside another PPV partner on the CRG.

You need to be able to attend 4 online meetings per year and to read papers in advance. The CRG meetings dates for the next year are Thursday 13 June, 12 September, 12 December 2024 and 13 March 2025.

You will also have the option to join commissioners and clinicians in developing and reviewing service specifications and policies. As this is optional, the time does not attract an honorarium.

Patient and public voice partner for specialised surgery in children CRG

NHS England’s Specialised Surgery in Children Clinical Reference Group (CRG) is seeking 2 new patient and public voice (PPV) partners.

We are really keen to hear from people who have lived experience as a patient or carer and knowledge of or interest in specialised surgery in children.  Specialised surgery in children compromises of both the ongoing management of congenital abnormalities and serious acquired conditions during childhood across a large number of specialities.

The services include:

  • specialist ear, nose and throat services for children (including specialist audiology services)
  • specialist gynaecology services for children
  • specialist orthopaedic surgery services for children
  • specialist plastic surgery services for children
  • specialist paediatric surgery services
  • specialist paediatric urology services
  • specialist dentistry services for children
  • cleft lip and palate services
  • craniofacial services
  • surgery for complex obesity in children
  • paediatric chronic pain services
  • surgery for neonates

You need to be able to attend 4 online meetings per year and to read papers in advance. This PPV partner role attracts an honorarium or involvement payment and expenses are covered.
