Welcome to our summer 2023 newsletter. We have had a very busy period of work recently and we would like to share our progress on the scheme as we enter the summer holiday period.

The key activity over the last few months has been piecing together the various sections of the new A30 dual carriageway as we prepare for opening of the road during the winter 2023/2024. Work will continue for the rest of this year including finishing the new structures, underpasses and sections of dual carriageway with some minor residual works to follow under temporary traffic management as we complete the project.
 
The new interchange at Chiverton opened in June, and this is a temporary layout as we prepare for the construction of the flyover over the next few months as part of a new junction. We understand that this already heavily congested section of the A30 has been made slightly worse by the recent temporary changes in this location and we are continually monitoring it’s performance and have already introduced traffic signals. There is now a new temporary layout at Carland Cross which again will form part of a new junction once the road is open. In addition, the new junction at Chybucca is also well underway and will provide an important link between the new road, the old A30 and the B3284. We aim to get this junction open as soon as possible, later this summer, to create local links for businesses and residents in the local communities. 

We are now entering the final stage of the project, in which you will see the many bridges, underpasses and new sections of road taking shape. We appreciate that our roadworks will cause some disruption, but we are committed to minimising this as much as possible and the team are working round the clock to complete the scheme as soon as we can. When the new dual carriageway is opened, the old A30 will be retained as a local road (renamed as the B3288), to be managed by Cornwall Council as local highway.

As our works continue, we ask you to;
  • plan your journeys to allow yourself time to reach your destination
  • not to follow Sat-Navs as they take time to catch up with the new road layout so follow the signs provided and use the lanes stated on the signs
  • be mindful of your impact on local roads and to use the main roads and official diversion routes where you can

On behalf of the A30 project team, we would like to thank you for your continued patience as we deliver this complex scheme which, when completed, will make a real difference to Cornwall, improve journey times and benefit local communities.
  • The last few months have been very productive, making the most of the dry weather. This has helped us to achieve key milestones including moving A30 traffic onto the new section of road at Zelah, opening the new Chiverton interchange which will prepare for, switching the A30 traffic onto the southern half of the newly constructed Trevalso underbridge and introducing a new temporary layout at Carland Cross.
  • Good progress has been made at the Marazanvose green bridge with the southern section of the bridge nearing completion. The precast concrete units have been installed for the new underbridge at Pennycomequick. Preparations are being made to refill the area (backfill) with earthworks material and to build the wingwalls that support the bridge.
  • Exceptional progress has been made to our earthworks operations through the scheme taking full advantage of the dry weather. To ensure we maximised the opportunity we increased our operational hours for the construction of the largest embankment on the project at Carland Cross with articulated dump trucks running through the night. 
  • The new layout at Carland Cross and other key locations will allow us to accelerate this progress on earthworks areas for the final big push this summer. Material is now being excavated from Tolgroggan and Marazanvose and is being used to build the embankments at Chiverton and Carland Cross. 
  • Everything is building for a busy summer and autumn period of laying the road surface throughout the project. We’ll also be demolishing the old Tolgroggan bridge in September.
  • We are trying to bring forward certain elements of construction where possible, including the B3284 link across the A30 and part of the flyover at Chiverton – the team are working flat out to achieve these as soon as possible to help improve access and alleviate congestion.

  • Overnight closures, August 21 - 25 - Chiverton to Boxheater
  • Overnight closures, September 11 - 15 *
  • Weekend closure, September 15 - 18 *
* These will be confirmed in terms of exact locations nearer the time
The new underbridge and new northern interchange roundabout forming the new layout of Carland Cross interchange. Works in this area have progressed and this section is open on a temporary alignment.

The new Tolgroggan access bridge can be seen with the old bridge behind it that will be removed in the Autumn. Earthworks removal is underway in this area with the material being moved and reused at Carland Cross.
The newly realigned and opened A30 on the right, which will allow us to remove and resurface the existing A30 to dual carriageway on the left as it approaches Marazanvose.
The southern structure of the new ‘Green Bridge’, at Marazanvose which will be extended over the existing A30 on the right with the new dual carriageway taking shape underneath. Once completed, the 'Green Bridge' will be the seventh of it’s kind in the country.

The new Chiverton Interchange Roundabout sits connecting the realigned A390, B3277 and A3075, beneath the two new overbridges, which will carry the A30 dual carriageway over the top.
Business open as usual
As part of the project we are often changing layouts and closing and opening roads around the A30. We’d like to remind everyone that throughout these changes most local businesses remain open as usual. This includes those at Chiverton Cross (Starbucks, Rowe’s, Esso, HSL, Claude Holman, the Chiverton Arms), on the B3284 north of the A30 (Truro Sawmills), and at Carland Cross (Shell and Parklands Toyota).
The team have been out and about explaining the project to residents and businesses over the last few months, including using the National Highways Engagement Van in Truro back in June. We’ll continue this throughout the rest of the project and will be out meeting road users at Cornwall Services in early August.
My name is Grace, I joined Costain and the A30 project full time in March 2022 as receptionist including document control, alongside the role.
 
I live locally, so will benefit hugely from the new A30 road. Having trained at professional theatre school and worked in the performing arts industry, I was stepping into a completely new world joining Costain. I instantly felt very welcomed and supported by my work colleagues. I feel my knowledge about the construction industry has been rapidly broadened, thanks to all my questions being answered by my colleagues and the many visitors to the project. I never knew how many different skills and elements are involved when working on a project like ours. 
 
I have recently reduced my working hours to 3 days a week, after receiving immense support from my manager and team, which has allowed me to complete a Pilates instructor course. This will go alongside my job with Costain.

I look forward to learning everything I can on the job and seeing the project develop as it heads towards the finish line.
Saints Trails - New walking, cycling and horse-riding (WCH) Bridge at Chiverton Cross
The SaintTrails project is a European Regional Development Fund (ERDF) funded project which provides 13 km of off-road and on road trails linking St Agnes to Truro. 
 
As part of this project Cornwall Council and Costain will soon be starting work on a new overbridge at Chiverton Cross to allow pedestrians, cyclists and equestrians safe access across the new widened A30 at the location of the former Chiverton Cross roundabout. This will improve connectivity between St. Agnes and Truro to continue the link over the new A30.  
 
The new walking, cycling and horse-riding overbridge will span across the new A30 dual carriageway, and the construction will be carefully co-ordinated with the A30 project work to minimise disruption and utilise the same closures and traffic management as much as possible. Thanks to this co-ordination the Chiverton bridge will be complete and opened by the end of the year - the removal of the old Chiverton roundabout was crucial to this. Costain is delivering this new bridge and is the lead contractor on the A30 scheme.
