Potential ULEZ extension to Outer London and impact on Havering

Dear Transport for London, Could you provide any details of assessments on the impact of extended the ULEZ to Outer London for the follow; 1) Number of vehicles registered in the London Borough of Havering which would not be exempt from the ULEZ. 2) Potential daily trips from outside of Greater London which would cross the ULEZ zone with non-complaint vehicles. If this could be broken down by adjoining region, that would be helpful. I am writing on behalf of ______which supports the ULEZ and we're trying to counter political opposition here; knowing how many people it might actually affect would help with this work.

Thank you for your request received by us on 7 April 2022 asking for information about the ULEZ zone.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold some of the information you require. You asked for the following:

Number of vehicles registered in the London Borough of Havering which would not be exempt from the ULEZ.

The Society of Motor Manufacturers and Traders (SMMT) data for vehicles registered in the London Borough of Havering at the end of 2020 is shown below. TfL does not hold the data for 2021, but understands that information for this year should be available shortly.

For each vehicle type, the total number of registered vehicles is provided, followed by the number of non-compliant with ULEZ standards. The end column lists the proportion of non-compliant vehicles as a percentage of the total:

We expect the percentage of compliant vehicles to have increased since the end of 2020 due to:
 
  • Normal fleet replacement; and
 
  • ULEZ expansion to inner London

This is expected to increase further in 2023, particularly if a further expansion of ULEZ is confirmed.

Further information on the current and expected levels of compliance in the proposed newly charged zone will be available during public consultation. It should be noted that this refers to vehicles seen in the zone rather than vehicles registered in the zone.

We do not yet hold this specific information. However, we can advise that information on the number of non-compliant vehicles entering London is being prepared for publication as part of our public consultation on proposals so is something we are currently in the process of creating.
