Job Title: Communications Manager (various) - Counter Terrorism Policing HQ

Salary: The starting salary is £45,073, which includes allowances totalling £2,841.

The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385.  Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Location: Across London/Hybrid Working

 

Job Purpose

You will be responsible for defining and implementing communications strategies for priority programmes and projects that contribute directly to CTP’s mission to protect the public from terrorism. 

You will work closely with colleagues across the national Counter Terrorism Policing network, as well as with senior police officers and police staff.

You’ll be part of a highly motivated communications team, with the chance to learn from senior policing colleagues, and work on one of the most important issues to the public.  But you’ll also have the opportunity to draw on your own experience and initiative to plan and deliver communications that support wider organisational and operational objectives.

Your primary goal will be to ensure that our key audiences have the information they need, when they need it. 

You’ll be a positive advocate for communications as a profession, able to explain how it contributes to CTP’s overall mission. You’ll provide your expertise and support to senior officers and police staff across our national network, and play an active role in building the communications profession within CTP.

You’ll also be committed to your own continuous professional development and will be supported in this with membership of the Chartered Institute for Public Relations (CIPR) and a bespoke learning and development curriculum for Counter Terrorism Policing communicators.  

Job Requirements

We are looking for a leader, or aspiring leader, who has the experience and confidence to plan and implement communications activity that supports a range of operational and organisational priorities. 

You will need to be a self-starter, able to quickly grasp new projects or priorities, or refresh and refine an existing approach.  You will need to balance the strategic with the tactical, with a real focus on delivery.  You’ll need to build excellent relationships with senior officers and colleagues right across the country, as well as with stakeholders from law enforcement partners, government, business and other groups.

You’ll have a good understanding of the different channels at your disposal and will use audience insight to choose the right approach.  You’ll be focused on outcomes and changing behaviour and will use evaluation to drive continuous improvement of your plans.  You’ll take responsibility for planning and producing content, and will work collaboratively with others to plan, programme and deliver your work.  You’ll build and maintain great relationships and use your network to support not only your own projects but CTP’s wider communication strategy.

You’ll make your presence felt as a positive and proactive member of the team and national communications network.  You may have line management responsibilities, but whether you have direct reports or not, you’ll be constantly on the lookout for opportunities to share best practice, support your colleagues and contribute to wider network initiatives, including on Learning & Development.  You will take active steps to contribute to our shared commitment to Inclusion, Diversity & Equality.

Digital Communications Manager

Key Responsibilities

  • Responsible for the delivery of the Digital Communications team strategy: including internal and external channels.
  • Responsible for the ongoing maintenance, development and functionality of national digital channels (internal and external) ensuring they are current, remain up to date, and are accessible and engaging.
  • Proactively seek opportunities for content development for year-round digital activity across CTP.
  • Research and review digital market and audience trends to ensure that CTP is able to effectively engage with target audiences: Providing expert digital communication advice to seniors, the pillar and regional CT comms managers across the CTP network.
  • To work closely with agencies to commission digital content creation and paid-for activity; to project manage the process to ensure the creation of relevant and effective content which can be implemented across CTP key internal and external digital channels.
  • Line management responsibility for Digital Communication Officers and Student Interns with a proactive focus and commitment on promoting and support team and personal development.

Media Manager

Key Responsibilities

  • Responsible for handling day-to-day press enquiries on national CT issues and liaising with regional, national and international media.
  • Providing expert media advice to senior CTP officers and staff as required across any area of potential media interest.
  • Responsible for proactively developing innovative and engaging media approaches to support CTP communications priorities.
  • Direct, support and facilitation of media activity and interviews by senior CTP officers, staff and spokespeople.
  • Develop, build and maintain a network of trusted media professionals/outlets/organisations that CTP can collaborate with to help achieve our strategic aims and objectives.
  • Proactive focus and commitment on promoting and supporting team and personal development.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Digital Communications Manager

Skills

  • Social media management across all major channels and experience of using management platforms.
  • Website management, using content management systems, including building and editing pages to ensure a focus on user experience and action.
  • Use of social and website analytics tools, such as Google Analytics, in-app social media analytics and professional insight tools.
  • Excellent understanding, with use case examples, of the Adobe Creative Suite, specifically Premier Pro, After Effects, Light Room and Photoshop.
  • Photography and videography skills, with an eye for good content.
  • Digital asset management skills.
  • Good interpersonal skills with the ability to work effectively with people at all levels.

  • At least four years’ experience working in digital communications or campaigns, with a strategic approach to communications and a strong focus on evidence and insight.
  • A strong track record of using digital communications to tell stories, promote excellence and build high impact campaigns.
  • Able to work with external suppliers and manage budgets, timelines and high quality delivery.

  • At least four years’ experience working in a communications team with a media or press focus, or as a journalist.
  • Experience of using digital media to communicate effectively, tell compelling stories and engage with the public.
