Job Title: CTP - HQ Change Manager

Salary: £37,569 to £45,189 plus an allowance of £1,639.

Location: Whilst the post and the team is located in Central London, and some time in London will be expected as part of these roles, we operate a hybrid way of working and welcome applications from candidates anywhere in the UK

As a Change Manager, you’ll join the team at the Counter Terrorism Policing HQ (CTPHQ) Change Pillar, where you’ll help to deliver vital projects and programmes. With national safety at stake, your skills will be crucial.

As part of the Counter Terrorism Policing (CTP) Business Change team, you’ll project manage and implement change affecting national CTP teams across the HQ. This will involve developing project plans and risk/issue registers, monitoring updates and managing escalation, assessing the impact of change, managing readiness plans and preparing staff.

With this background, you’ll be aware of relevant methodologies for undertaking project and change management, including how to manage risk, plan for implementation and realise benefits. Analytical, organised and a good stakeholder manager, you’ll bring confidence and initiative to the role. You may also have a relevant qualification such as AMPG Change Management, PRINCE2, Managing Successful Programmes, or Prosci.

Role Position within CTPHQ Change Pillar

The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced, therefore change is at the heart of CT. Working within CTPHQ, the HQ Change Manager is part of the Change Pillar. The Change Pillar is responsible for overseeing change activity across the CT Network.

The HQ Change manager will be responsible for the management and implementation of change affecting CTP within the national teams across the HQ.

The Change Pillar manages the delivery of the Counter Terrorism (CT) and Protective Security (PS) Policing Change Portfolio to meet our strategic objectives. It is split into 3 teams; Portfolio and Change Management (PCM), Project and Programme Management (PPM) and Business Design. The HQ Change Manger works within the Portfolio and Change Management Team which provides change management support to the programmes and projects in the CTP Change Portfolio.

The role forms part of the national CTP Business Change Team and reports to the CTPHQ Business Change Leads. He/she will therefore be able to seek professional guidance from change management specialists within the CTPHQ Portfolio and Change Management Team (PCM) and must ensure adherence to programme / project management processes and standards as defined by the PCM.

Job purpose

Working within the CTPHQ, the HQ Change Manager will be responsible for the management and implementation of change affecting CTP within the national teams across the HQ. This will include:

  • Implementation of national CT Change Projects and Programmes within CTPHQ. Specifically, the HQ Change Manager will be responsible for managing business change i.e. assessing the impact of change, managing readiness plans and ensuring staff are engaged and understand the change affecting them.
  • Delivery of changes within the CTP Change Portfolio that can be managed ‘regionally’, i.e. centrally defined but project managed and delivered by resources within CTPHQ. Specifically, the HQ Change Manager will be responsible for the development and maintenance of specific project management products including project plans and risk/issue registers - tracking and monitoring updates; managing escalations and ensuring effective change control.
  • Delivery of ‘local’ change projects included within the business plans of CTPHQ units.
  • Implementation of MPS initiatives impacting CTPHQ, liaising with the project teams to identify change impacts then plan and manage the subsequent business change activity required, ensuring all staff are engaged and ready for the changes.

Key Responsibilities:

  • Ensure sufficient understanding of change activity within CTPHQ, completing the HQ Change Roadmap to outline all change activity impacting the HQ teams.
  • Ensure for all planned change impacting on the CTPHQ, either defined by national CTP or MPS, that there is a clear understanding of impact on operational business, and that that business change is properly managed:
    • Lead on the creation of local Business Change products for the project.
    • Lead on engagement between the project and key contacts within the CTPHQ- including operational SMEs and SLT, including owning local stakeholder engagement plan and being the local point of contact for senior stakeholders.
    • Lead on Business Change messaging to CTPHQ staff, working closely with the Comms Pillar and the Chief of Staff.
    • Establish and maintain the HQ Change Plan and input to the Project Manager and/or Portfolio Office.
    • Identify, qualify and update the business readiness criteria and input to those provided by the national/MPS project team.
    • Complete assessments of business readiness, providing input/reporting and escalation of business change risks relating to CTPHQ to the Project/Programme Manager and/or Portfolio Office.
  • Ensure the delivery of change projects (both those that are part of the CTP Change Portfolio and those that have been ‘locally’ specified), in line with time, cost and quality requirements and in accordance with project milestones. Take appropriate action where necessary to ensure local implementation of projects is kept on track:
    • Develop and maintain project management products, according to relevant PPM standards, including plans, risk register and action logs.
    • Create and manage benefits products including a benefits map, strategy and register, to ensure benefits are identified, understood, measured, tracked and owned.
    • Monitor and escalate project risks and issues, developing mitigating actions as appropriate
    • Support effect governance and decision making, providing status reporting to Portfolio Office or Programme PMO, and engaging in mechanisms that hold the PM to account for delivery, e.g. Implementation Group, Steering Group.
    • Ensure business change is assessed and managed.
    • Engage with any national assurance reviews required.
    • Provide guidance and leadership of any wider project team members, including SMEs and/or Change SPOCs/advocates.
    • Ensure that any dependencies within the same and other projects/programmes are proactively identified and managed.
  • Ensure the development, maintenance and deployment of specific business change and project management products as defined by the CTPHQ Change Pillar, these include, but are not limited to
    • Stakeholder Analysis and Engagement Plans
    • Change Strategies
    • Change Impact Assessments
    • Completion of Regional Heat Map template
    • Business Readiness Assessments
    • Project Initiation Documents
    • Project Plans
    • Benefits Mapping, Strategy, Profiles, Registers – tracking and monitoring updates
    • Risk and Issue Registers - tracking and monitoring updates,
    • Change Control requests,
    • Enabling Benefits Realisation and ensuring post implementation transition.

Essentials Experience

  • Experience in managing projects and delivering business change within a dynamic environment, applying appropriate methodologies- including planning, risk and issue management, benefits management and change management. 

Desirable Experience

    • Experience in business case development, according to the Treasury Green Book, would be beneficial.
    • Knowledge of financial planning as applied to project business cases would also be useful.
