中国,北京 ——2021年12月16日,国际移民组织和国家移民管理局共同举办了中欧关于返回管理的网络会议。此活动在第二期支持中欧人员往来和移民领域对话(MMSP II)项目框架下开展。国际移民组织负责项目的执行,欧盟(EU)为项目提供资金支持。
有效送返不再有资格留在接收国领土的外国人是任何国家移民管理系统的重要组成部分。对于外国人有尊严返回的可持续体系来讲,重新融入原籍国社会是一个关键部分,中欧双方对此领域非常重视。
国际移民组织举办的线上活动汇集了来自欧盟、欧洲委员会内部事务和移民总司(DG HOME)以及国家移民管理局、北京市和上海市公安局出入境管理局以及辽宁省、江苏省、浙江省、江西省、山东省、广东省、陕西省公安厅出入境管理局的专家和官员。国际移民组织欧洲经济区、欧盟和北约区域办公室的专家也参与了热烈的讨论。活动以在线形式进行。
在开幕致辞中,欧盟、欧洲委员会内部事务和移民总司高级专家Bruno De Boni先生关注了欧盟管理非正规移民和返回的方法。国家移民管理局外国人管理司副司长柳佳先生回顾了在更广泛的国际努力下实现可持续发展目标并通过《安全、有序和正常移民全球契约》的重要性,他提到中国正在努力寻找管理非正规移民的创新方法。国际移民组织驻中国和蒙古国代表柯吉佩先生回顾了线上活动的范围,即确定中欧在返回管理领域加强合作的途径。
柯吉佩先生随后向与会者简要介绍了国际移民组织的最新发展,该组织最近推出了一项关于返回、重新接纳和重新融入社会的全方位新政策,展现了国际移民组织对返回、重新接纳和重新融入社会领域采取综合、基于权利和可持续方法的愿景,并考虑到个人及其社区的福祉。该政策在以返回者权利和福祉为中心的同时,强调每个国家在决定其政策和立法方面的作用。

除了中欧的政策和经验,国际移民组织向参会者简要介绍了已在许多国家实施的欧洲重新融入能力建设基金(EURCAP)的重新融入案例管理系统(模型 RCMS)和其主要特点,以及更好服务于国家间返回协议操作的未来可能发展。

Beijing, China – A webinar on EU and Chinese return management was jointly organized by the International Organization for Migration (IOM), the European Commission and China National Immigration Administration (NIA) in Beijing on 16 December 2021 under the framework of the EU-China Dialogue on Migration and Mobility Support Project (MMSP II), implemented by the IOM with financial support from the European Union (EU).
The effective return of foreigners who no longer qualify to remain in the territory of a host country, is an important component of any country’s migration management system. For a sustainable system where foreigners return in a dignified manner, reintegration in the country of origin is a key aspect, on which both the European Union and China have put significant emphasis.
The IOM’s webinar brought together experts and officials from the European Union, European Commission’s Directorate General for Home Affairs and Migration (DG HOME) and NIA Headquarters, the Public Security Bureau, Exit and Entry Administration Bureau of Beijing and Shanghai and Provincial Public Security Department, Exit and Entry Administration Bureau of Liaoning, Jiangsu, Zhejiang, Jiangxi, Shandong, Guangdong and Shaanxi. An expert from the IOM Regional Office for the European Economic Area, the European Union and NATO also contributed to the lively discussion. The format was an online event.
In the opening remarks, Mr Bruno De Boni, Senior Expert at DG HOME focused on EU’s approach to manage irregular migration and return. Mr LIU Jia, Deputy Director-General of NIA’s Department of Foreigners’ Administration recalled the importance of the adoption of the Global Compact for Safe, Orderly andRegular Migration under the broader international efforts to achieve the Sustainable Development Goals and stated that China is striving to find innovative ways to manage irregular migration. Mr. Giuseppe Crocetti, Chief of Mission of IOM China and Mongolia, recalled the scope of the webinar, which is to identify avenues for enhanced cooperation in the field of return management between the EU and China.
Mr. Crocetti then briefed the participants on the latest developments in IOM, which has recently launched a new policy on the full spectrum of return, readmission and reintegration which unfolds IOM’s vision for a comprehensive, rights based and sustainable approach to return, readmission and reintegration, taking into account the wellbeing of the individuals and their communities. The policy, while putting rights and wellbeing of returnees at the center, emphasizes the role of each State in determining its policies and legislations.
DG HOME and China then exchanged on respective practices to manage return and the challenges most encountered during the return process.
After the presentations from each expert, the plenary discussion revolving around modalities to improve the effectiveness of return allowed participants to exchange views on how a more sustainable return management could be achieved.
In addition to EU and China’s policies and experiences, IOM briefed participants on the main features of the European Readmission Capacity Building Facility (EURCAP)’s web-based Readmission Case Management System, already implemented in many countries, and its future possible developments to better serve the operationalization of return agreements between countries.
