2023年4月12-13日,在第二期支持中欧人员往来和移民领域对话项目 (MMSP
II) 框架下,国际移民组织和公安部打拐办紧密协调并在其支持下在中国北京举办了“跨国合作打击跨国犯罪研讨会:分享人口贩运案件侦查、起诉和定罪经验”。国际移民组织将继续在欧盟资助项目框架内,就中欧人员往来和移民领域对话相关事宜向中欧利益攸关方提供支持和技术协助。
举办这次研讨会是为了促进跨境合作,预防和打击跨国有组织贩运人口犯罪。活动参与者加强了对人口贩运刑事侦查、起诉和定罪的认识和理解,以便更好防止这种非正规人员流动。同行们利用研讨会提供的交流平台,讨论了在发现调查和定罪犯罪者以及解救被贩运受害者的最新进展和挑战。
通过分享中欧政策、做法、侦查方法以及处理贩运人口案件的良好实践,双方增进了对这类犯罪相关问题和趋势的了解。双方强烈表示愿意加强信息共享,继续有效开展合作,共同打击人口贩运,以有效遏制跨国非法活动。
中方参会者代表来自公安部刑侦局、公安部打拐办、最高人民法院、最高人民检察院、民政部、国家移民管理局、公安部国际合作局、公安部治安管理局、河南省公安厅、广东省公安厅、中国政法大学和北京缘梦公益基金会。欧洲参会者有欧洲委员会、欧洲委员会移民和内部事务总司官员,欧洲刑警组织、欧盟刑事司法合作署、欧洲打击犯罪威胁多学科平台的专家,以及欧盟国家执法机构人员和欧盟成员国驻华使馆的代表。研讨会还为专家们提供了重新建立现有联系和建立新联系的机会,以支持未来他们在联合打击人口贩运方面的合作。

Seminar on cross-country
cooperation to fight transnational organized crime: experiences of
investigation, prosecution and conviction of trafficking in human beings’ cases
was held on 12-13 April 2023 in Beijing, China. The event was organized by the
International Organization of Migration (IOM) in close coordination with and
support of the Office to Combat Trafficking of the Ministry of Public Security
(MPS OCT) under the framework of EU-China Dialogue on Migration and Mobility
Support Project Phase II (MMSP II). In the framework of this European
Union-funded initiative IOM continues to provide support and technical
assistance on matters relevant to EU-China Dialogue on Migration and Mobility to
Chinese and EU stakeholders.
The
seminar was carried out to contribute to cross-border cooperation in preventing
and combatting transnational organized crime of trafficking in human beings. Participants
of the event have strengthened knowledge and understanding on criminal
investigation, prosecution and conviction of human trafficking to better prevent
this form of irregular movement of people. Using the communication platform
provided by the seminar, counterparts have discussed the latest developments as
well as challenges in detecting and convicting perpetrators, while rescuing victims
of trafficking.
By sharing European and
Chinese policies, practices, approaches related to investigation and good practices
on handling cases of trafficking of human beings, both parties enhanced
understanding and knowledge of issues and trends related to this type of crime.
Both sides expressed strong willingness to strengthen information sharing and
to continue effectively cooperate to jointly fight again human trafficking in
order to effectively curb illegal activities at transnational level.

Department of the MPS, MPS OCT, Supreme People’s Court, Supreme People’s
Procuratorate,
Ministry of Civil Affairs, National Immigration Administration, International
Cooperation Bureau of MPS, Public Security and Management Bureau of MPS, Henan
and Guangdong Provincial Public Security Departments, China University of
Political Science and Law and Beijing Yuanmeng Foundation have participated.
European participants have been represented by the officials from the European
Commission, DG HOME, experts from the Europol, Eurojust, EMPACT, as well as by
the law enforcement professionals from a number of EU countries as well as by
the representatives of the EU Member States’ Embassies in China. Seminar had
also provided experts with an opportunity to re-establish existing and establish
new contacts to support their future cooperation in joint fight against human
trafficking.
