Background

On the 1st November 2022 the Southend-on-Sea City Council Public Spaces Protection Order (“the Order”) Southend Seafront and Adjoining Areas came into force. Due to the increasing number of complaints received about the irresponsible use of both BBQs and PWC and, in particular, because of the danger that the behaviour exhibited by an increasing number of BBQ and PWC users poses to public safety, it was appropriate to assess the need to introduce a PSPO covering that behaviour.

Proposal

As part of the consultation prior to the commencement of the Order there was complaints and concerns received from residents regarding these anti-social behaviours reference conducts which pose a significant danger to public safety and can cause harassment, alarm and/or distress. In response to those complaints, the Council is considering imposing a PSPO (PSPO3) for three years, with the potential to be renewed, to include future restrictions.

The Consultation

The consultation ran from 29th July to the 26th August 2022 and was open to all residents and businesses living or trading in the Borough.

Survey interaction

The main consultation was delivered through the Southend-on-Sea City Council online consultation portal. A total of 3,200 residents and businesses participated. The responses varied and of that 2,500 were informed which indicates they had visited the project page and viewed the survey and documents but chose not to comment, 414 responded online, 20 hardcopy questionnaires were submitted and a response from the Port of London Authority.

The report with recommendations went to cabinet on 29th September 2022 and the PSPO was adopted on 1st November 2022.
