Given the dire situation on the ground and high dependency on incoming assistance, a new mechanism to coordinate incoming non-humanitarian aid flows has become necessary to respondent to new realities. In Security Council Resolution 2626, the UN Assistance Mission for Afghanistan (UNAMA) has been delegated the authority to take over more functions to monitor and coordinate incoming financial flows in support of ongoing non-humanitarian aid efforts. Concerted efforts will ensure synergies, enhance efficiency and effectiveness of aid, ease economic strains, build strong relations and trust with local communities as well as foster acceptance of the authorities to the modalities and types of assistance provided, tailored to the changes in the context.

Job-Specific Information

The Monitoring and Evaluation (M&E) Specialist will be part of an integrated team within the Aid Coordination and Effectiveness Section/Resident Coordinator’s Office of the UN in Afghanistan, supporting the implementation of the new aid architecture through robust monitoring and reporting.

The staff will report to the Head of Aid Coordination and Effectiveness Section/Resident Coordinator’s Office, and will submit activity reports to UNOPS to ensure due process.

• Coordinates and support interagency M&E efforts and provide technical assistance to the Head of the Resident Coordinator’s Office

• Establishes a comprehensive mechanism and framework for the monitoring and reporting on the strategic planning framework of the UN in Afghanistan and its partners based on the new aid architecture 

• Serve as UNRCO focal point for PMT M&E and Task Teams

• Supports the PMT in the development of the Joint Work Plan for the strategic framework and consolidates input from all relevant stakeholders for quarterly updates of UNINFO  

• Coordinates existing agency specific monitoring and reporting capacities and resources, also with other members of the Afghanistan Coordination Group (ACG) to ensure a streamlined approach to reporting

• Liaise closely with the focal points of all UN agencies M&E and Reporting officers as well as ACG members to gather and collate accurate data about progress of framework implementation. 

• Works closely with UNCT’s Programme Management Team and sub–Thematic Collaboration Groups to support and facilitate the collection of data and compilation of quarterly and annual reports

• Ensures results and monitoring frameworks are compliant with Results Based Management principles

• Consolidates and analyses all results achieved by the UN and its partners into quarterly reports through UN INFO and the annual UNCT results report

• Assists periodic evaluations of progress vis-a-vis the stated strategic framework outcomes and corresponding indicators

• Coordinates with the UNCT on the provision UN program and financial data at regular intervals

• Engages with the UN Task teams and other internal stakeholders to collect relevant data

• Contribute to the end of cycle reviews of the strategic framework when required. 

• Supports the further development of UN reporting templates and support capacity building of the UN Staff around M&E.

• Develop training package and organize capacity building training for relevant UN agencies staff.

• Prepare briefing and background notes, and other documentation as required by RC, RCO, senior delegations and visitors on UN activities in Afghanistan 

• Prepare and distribute minutes of the coordination meetings 

• Performs other duties as may be assigned by the supervisor(s).

a. Education

• Advanced university degree (Master’s degree or equivalent degree) in social sciences, statistics, planning development, planning. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

b. Work experience 

• A minimum of five years of professional work experience in programme development and implementation including monitoring and evaluation activities, including field work experience in information management (collection, processing, analysis), results-based management required.

• Proven experience in developing M&E framework and reporting tools.

• At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

c. Languages

• Fluency in English is required. 

• Knowledge of a local language (Pashtou or Dari) required.
