ANCI Toscana

Brief presentation

The Association of Municipalities of Tuscany, ANCI Toscana, is a non-profit association established to represent and achieve the system of local and regional Tuscan autonomies founded on the principles of freedom, democracy and citizen participation. It constitutes the regional branch of the National Association of Italian Municipalities; its main mission is the promotion and strengthening of institutional, regulatory, financial and organizational autonomy of municipalities and other Tuscan autonomies derived by the municipalities. To achieve its mission the Association carries out a wide range of activities.

Among these activities, ANCI Toscana supports the Region in the development of a coherent and efficient reception model for third country nationals. This participatory model has started in 2017 with the participation of multiple stakeholders from the public and third sector of the Tuscan territory.  During the years, all information and knowledge on this field was analysed and systematised within the Accoglienza Toscana platform.

In 2021 a comprehensive qualitative monitoring of the initiatives has started in order to map the existing networks, capitalize on the ongoing activities and valorize the good practices. This is the system in which the Includ-EU activities are framed.

Actions within the project

The Includ-EU pilot initiative of ANCI Toscana invests in one of the cornerstones of the work of recent years and in the networks already existing at local level in order to tackle housing needs of TCNs not entitled to reception, by exploring cooperative housing and building a model of public-private collaboration based on a network oriented towards housing inclusion, therefore guaranteeing the sustainability of the action. This process will boost also migrants’ empowerment by directly involving them in the co-design of the activities.

The pilot aims to develop and provide a model to meet temporary housing needs of migrants who are not entitled to reception services and that therefore are in a vulnerable situation.
Specific objectives include:

  • create a permanent network of social support to help migrants find a home;
  • strengthen the process of integration and emancipation of migrants;
  • create and consolidate a public-private partnership on housing emergencies at local level;
  • develop guidelines for the design and management of participatory processes aimed to support the replicability of the model.
