Irpin is one of the settlements in the Kyiv region that suffered the most during the full-scale invasion. The community suffered significant damage to eight schools, eleven kindergartens, and four institutions, including the Children's and Youth Sports School, the Irpin City Stadium "Champion," the Irpin Center for Out-of-School Education, and the Inclusive Resource Center. The Radist kindergarten was the most affected among all the kindergartens in the Irpin community.The kindergarten, which was one of the largest in the community with about 400 children and 65 employees, had been operating since 1985 before being impacted by the invasion.In March 2022, the kindergarten was repeatedly shelled by russians, and a direct hit caused a fire that damaged the roof. Water seeped inside and damaged a significant part of the building. As a result of the repeated shelling, explosions, and fire, the institution was damaged by 75%.After the de-occupation of Irpin, dozens of international delegations visited the city and had the opportunity to see the destruction caused to the community with their own eyes. The delegations from the Republic of Lithuania were among them. The Lithuanians stressed that during negotiations with the Ukrainian side, they received a clear message that social and critical infrastructure were prioritized for restoration. That's why they assisted in restoring the kindergarten.The Irpin City Council and the Government of Lithuania signed the agreement to finance the restoration of the kindergarten and provide the necessary equipment. The project budget amounted to EUR 4.9 million. This sum was allocated by the Lithuanian Fund for Development Cooperation and Humanitarian Aid.The Lithuanian Government, the Irpin City Council team, and the Irpin Recovery Fund worked together to implement the project, which was supervised by the Central Project Management Agency (CPVA). As a tribute to the Lithuanian people's assistance, the institution was renamed Ruta, which is symbolic in Ukrainian and Lithuanian mythology. The word "Ruta" has the same meaning and sound in both languages. Moreover, the exterior design of the kindergarten features the colors of the Ukrainian and Lithuanian flags.President of Lithuania Gitanas Nausėda: "Lithuania and all its people support Ukraine. The Government of Lithuania has already provided Ukraine with more than EUR 1 billion for restoration, military and humanitarian needs. When children see this name and the Lithuanian flag, I believe, they will think of a country where many people who love Ukraine live."However, the reconstruction of the kindergarten is not just a matter of new building. It means 400 children will have a space to study for the new school year. Even when the reconstruction work was just underway, the electronic registration queue for the kindergarten exceeded the availability of the institution: the residents of Irpin were waiting for the opening. Thanks to the reconstruction of the kindergarten, parents can work while their children study. The kindergarten project sets an exemplary standard for community initiatives and planning, as well as equipment. In addition, it serves as proof that communities can independently attract international support for restoration projects, and the DREAM ecosystem will help them achieve it."The project took a year to complete. The rebuilt kindergarten was opened before the school year started, on August 24, 2023, on Ukraine's Independence Day.Mante Makauskaitė, Advisor to the Chancellor of the Government of Lithuania, recalls: "When we were about to select the first objects for reconstruction, we consulted with Ukrainian partners, institutions, and municipalities. The kindergarten will be able to accommodate about 400 children organized into 13 groups. The building has music and sports halls, spaces for additional classes, modern sports, and playgrounds. Children with special educational needs will be provided with all the necessary conditions for education and upbringing (ramp, resource room, educational equipment). The shelter with modern ventilation and warning systems, bathrooms, recreation areas, and game materials is equipped in the basement. The new shelter was tested during its grand opening on Independence Day. The Agency faced several challenges, as the project aimed to rebuild the kindergarten on the "build back better" principle, which included incorporating energy efficiency, modern materials, and technologies. But all the participants felt like one team with a common goal. It is very important to say that we cannot wait until the war is over to rebuild. People need to live now, children need to go to kindergarten now, they can't wait. And the local community needs to see the result and know that life can become normal again."Restoration means construction and equipment. To support and inspire the kindergarten teachers, Lithuanian partners organized a working trip to Lithuania for them to share experiences, teaching methodologies, and networks.Ksenia Katryach, director of the kindergarten, shares her impressions: "During our recent initiative, we established a pedagogical partnership with Lithuania. A group of 34 teachers from the Irpin community visited Lithuania to observe both municipal and private preschools. The Central Project Management Agency (CPVA) and the State Agency for the Restoration of Ukraine are working on several initiatives, including the School of the Future for Ukraine. This is the development of an adaptive technical design project for the construction of new schools. An international architectural competition aims to select the best reuse project that can be used by both Ukrainian institutions and international partners in the restoration process. Lithuanian partners emphasize that the project will accelerate the process of building new schools and attracting donors, and will save precious time for Ukrainian children to return to full-time education. The Lithuanian Development Cooperation and Humanitarian Aid Fund has already allocated EUR 16 million for the restoration of Ukraine.

Successful restoration: Ruta Kindergarten in Irpin

The electronic participation platform (eIDEA) for recovery and development is aimed at ensuring the involvement of citizens in the restoration process through digital tools. Digital democracy: eIDEA platform prototype presented

The Ministry of Education and Science of Ukraine (MES) has presented new rules for allocating subventions to arrange a safe educational environment in educational institutions. According to the international PISA study results, Ukrainian students are 1.5 years behind the required level. Our task is restoring access to quality education, not deepening educational losses. We also need to work together to ensure the safety of our children. We have already developed policies to facilitate the return to full-time education, - emphasized Oksen Lisovyi. This year, the state budget has allocated UAH 2.5 billion for significant repairs and shelter construction. Previously, subvention funds were allocated to regional budgets, after which local authorities decided which communities and educational institutions would receive funding for shelters. The main requirements include<ul><li>the availability of design and estimate documentation for the construction or overhaul of the shelter;</li><li>the educational institution must have at least 200 children enrolled;</li><li>the project must be completed by the end of 2024;</li><li>confirmed co-financing from the community of at least 10% of the total project cost.</li></ul>After submitting a project, the DREAM system automatically calculates points according to specific criteria. These are design estimates that can be adapted to the specifics of each educational institution and reused. - To ensure a safe learning environment for children, UNICEF has developed project specifications and design documents for new shelters in kindergartens and schools. We have adapted these designs for educational institutions with different student numbers, considering children's needs, well-being, and compliance with state standards. Hromadas will be able to adapt them to the needs of educational institutions and use them to apply for the DREAM system. Each community will be able to use them free of charge.

They discussed DREAM regulations, benefits, and opportunities for implementing the ecosystem. Currently, 16 communities of the Mykolaiv region already have their DREAM profiles. According to the public analytics module <a target="_blank" rel="noopener noreferrer" href="https://bi.dream.gov.ua/">https://bi.dream.gov.ua/</a>, 87 projects initiated in the Mykolaiv region have been registered in DREAM. These include the Register of Damaged and Destroyed Property, the Geographic Information System for Regional Development, and the SESCS, among others. According to Viktor Nestulia, Head of the DREAM Project Office, Open Contracting Partnership, DREAM will become a bank of public investment projects that meet the priorities of national and regional development. The ecosystem allows communities to build their investment portfolio and attract funding for restoration and development projects.- The overall structure of the DREAM ecosystem and its principles and tools ensure accountability and transparency of the restoration and modernization process. At the same time, we are building an ecosystem that will be convenient for all participants in Ukraine's restoration. Project initiators already working in DREAM receive ongoing technical support from the Project Office and cooperate with support teams in the regions. He assured that the implementation team and the DREAM Academy are ready to provide timely support to communities in introducing projects to the ecosystem. - One of our priorities is to train and support project initiators. We offer a variety of information materials and technical solutions. We have 830 chats with community representatives. DREAM ecosystem was presented to communities of the Mykolaiv region

The renovated Lithuanian-Ukrainian Lyceum No. 1, designed for 700 students, was officially opened in Borodyanka. The school, damaged by rocket and bomb attacks and shell hits at the beginning of russia's full-scale invasion of Ukraine, was restored and modernized thanks to Lithuanian investments. In gratitude for the support, Borodyanska's Lyceum No. 1 changed its previous name. A unique autonomous underground shelter equipped with an elevator was built as part of the project. It can comfortably accommodate up to 800 people at a time. -Since the beginning of the large-scale invasion, Lithuania has provided comprehensive support to Ukraine, particularly in restoring educational institutions. Modern, safe, comfortable schools and kindergartens are not just education for children; they are an opportunity to restore life in the affected communities. The Lyceum in Borodyanka is a vivid example of such projects added to the DREAM ecosystem, ensuring its implementation transparency and accountability. I am grateful to our Lithuanian partners for their support, which will only grow, - said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine. The reconstruction budget of the Lithuanian-Ukrainian Lyceum No. 1 amounted to almost EUR 8 million (UAH 365.5 million). The Central Project Management Agency (CPVA) implemented the project, which was funded by the Lithuanian Development Cooperation and Humanitarian Aid Fund. According to the Lithuanian Minister of Economy and Innovation, Aušrinė Armonaitė, Lithuania is helping to rebuild Ukraine's destroyed cities without waiting for the end of the war and has already allocated more than €14 million for the reconstruction of a temporary settlement, rebuilding of schools, kindergartens, and other projects. In addition, the B2Lithuania platform has enabled Lithuanian businesses to actively participate in Ukraine's infrastructure reconstruction projects by registering and contributing to Ukrainian reconstruction projects. - Together we will rebuild Ukraine, and together we will achieve victory for all of us, - the Minister said at the opening ceremony of the Lyceum. - Children cannot be targets of war. Attacks against children are terrorism. The newly opened Lithuanian-Ukrainian Lyceum signifies hope and Ukraine's imminent victory. When Ukraine wins against Russia's barbaric aggression, the graduates of this school will be the creators of a new Ukraine. We must mobilize all our efforts to ensure this happens as soon as possible, - said Gabrielius Landsbergis, Lithuanian Minister of Foreign Affairs. The renovated Lyceum in Borodyanka is a new, modern three-story building. Classrooms are equipped with smart boards and interactive tables for primary education, and teachers' workstations have computers, printers, and other devices. In addition, Lithuania has announced an international architectural competition as part of the School of the Future for Ukraine project, which aims to create a ready-to-implement and free adaptive architectural design for constructing new schools in Ukraine. CPVA will also be responsible for implementing these projects.&nbsp; - Rebuilding Ukraine's education system is one of Lithuania's priorities in supporting Ukraine. Whether rebuilt or new, each school or kindergarten represents more than an educational space — it symbolizes Ukraine's resilience, strength, and optimism for the future, emphasizing that Ukraine is not alone in this fight, - says CPVA Deputy Director Rasa Suraucienė.&nbsp; The Central Project Management Agency (CPVA) has been actively working in Ukraine since 2017. DREAM cases: The Lithuanian government financed the reconstruction of the Lyceum in Borodyanka

Here are the updates to DREAM functionality and new features of the ecosystem. 1.
