Dr. Lejla (Leila) Vrazalic is a higher education consultant based at the Dubai Knowledge Park in the UAE. Prior to her current role, Dr Vrazalic was the Campus Programme Co-ordinator for Business and IT programmes at Middlesex University in Dubai (2008-2014). Dr Vrazalic has more than twenty years of experience in the higher education sector, having held various lecturing and management positions, and taught in Australia, Hong Kong, Malaysia and the UAE. In 2006, Dr Vrazalic was awarded a Citation for educational leadership by the Australian Carrick Institute for Learning and Teaching in Higher Education. Dr Vrazalic has chaired and presented at a number of educational conferences and workshops in the areas of teaching and learning. In 2004, she was awarded the Australian Prime Minister’s Award for Excellence in Business Community Partnerships. The same year, Dr. Vrazalic was recognised with the overall Vice Chancellor’s Award for Outstanding Contribution to Teaching and Learning at the University of Wollongong in Australia. In addition to her roles in quality assurance, educational development and leadership, Dr Vrazalic was an international assessor for the Australian Research Council (ARC), and in 2016 she was appointed as a reviewer to the UK’s QAA International Quality Review.

Martin was the Director of Business Development at the University of Central Lancashire (UCLan), retiring in December 2019. He had overall responsibility for the strategic development of existing and new mutually beneficial relationships with business, overseas and UK education partners focussed on Science, Technology, Engineering and Mathematics (STEM). From 2017-2018 he was also Acting Dean of School for Physical Sciences and Computing. Since 2017, Martin has been a panel member and a Chair of quality audits on behalf of the Oman Academic Accreditation Authority (OAAA), reviewing general foundation programme portfolio. Since 2019 he is also an External Review Director for the OAAA. From 2013, Martin was the Dean / Principal of the International College of Engineering and Management in Oman seconded from UCLan now considered a key strategic partner of UCLan. He had overall responsibility for the College including strategic development, governance and management, financial profitability, engagement with Oman Government Ministries and overseas Embassies. He also led the development of the detailed master plan for the new College £50 million campus. Then he joined the Arab East College for Graduate Studies - Saudi Arabia, supervised and discussed many scientific papers. Ahmed Guessoum is a professor of Computer Science and Artificial Intelligence, with a specific interest for Machine learning and Natural language Processing. He holds an Ingéniorat (5-year undergraduate degree) from the University of Science and Technology Houari Boumediene (USTHB, Algiers, Algeria), an MSc from the University of Southern California and a Ph.D. from the University of Bristol (UK). He has worked as a postdoctoral researcher on the European ESPRIT Pragmatics Language Understanding System project at the University of Bristol, as a guest researcher at the University of Trondheim in Norway, and as an assistant/associate/full professor at King Saud University (Saudi Arabia), the University of Sharjah (UAE) and USTHB (Algeria). He is now a faculty member of the National Higher Institute of Artificial Intelligence in Algiers. Professor Guessoum has published tens of scientific research papers in AI, Machine Learning, NLP, and Arabic NLP. He has supervised tens of students either for their PhD or MSc theses as well as on their final year BSc graduation projects. Most of these have been on AI-related problems such as human-machine dialogue systems, machine translation, sentiment analysis, recommendation systems, image processing for disease detection, gene-gene interaction and drug repurposing, oil well digging, etc. Professor Guessoum has received various distinctions and awards including scholarships from the Algerian government to pursue Master’s and PhD studies, the University of Sharjah College of Arts and Sciences “Distinguished Teacher Award” (May 2007), the 2005 “University of Sharjah Distinguished Teacher Award” (Conferred by the Ruler of Sharjah during the university Graduation Ceremony), the University of Southern California “Certificate of Outstanding Academic Achievement” (after the MSc studies), the 2003 Bank of Sharjah Award for best undergraduate graduation project (supervisor: "A Web-Based Early Warning System for Anti-Microbial Resistance"), in addition to some best or second best paper awards at international conferences received for papers with MSc and PhD students he supervised. Prof. Guessoum served as the Director of the USTHB “Centre for Systems and Networks of Information and Communication, Televised Teaching and Distance Learning”, with the duty of full digitisation of the university. At USTHB, he chaired a university committee that developed the university 5-year strategic plan in ICT for the period 2015–2019; in the Spring of 2017, he chaired the USTHB committee in charge of Quality Assurance university selfevaluation, required by the Ministry of Higher Education. From 2013 to 2016, he was the Director of the PhD Programme of the Computer Science Department at USTHB. He has also chaired or been a member of various committees in charge of education and research matters, and a member of the national IT standing committee of the Algerian Ministry of Post and ICT. He is now and then invited as a reviewer of institutional and Computer Science programmes by the Quality Assurance Authority (Higher Education) in the Kingdom of Bahrain. Most recently, Ahmed Guessoum has been designated by the National Directorate for Scientific Research and Technological Development (DGRSDT) as the Principal Scientific Coordinator in the organisation of the Workshop on the National Strategic Plan on Artificial Intelligence held in Constantine 1-2/12/2019, the main role being to advise and help in the preparation of the scientific content of the workshop (160 Algerian AI experts) that aimed at developing an Algerian national strategy in AI for 2020–2030, for which he was the chief editor. Prof. Guessoum was also selected by the Algerian Ministry of Higher Education and Research to represent Algeria as an Artificial Intelligence Expert at the 17th Meeting of the Arab ministers of Higher Education and Scientific Research, the theme of the meeting being “Artificial Intelligence”, Cairo, 23–25/12/2019. He represented Algeria as an expert in artificial intelligence at the two UNESCO Intergovernmental Meetings of Experts on the Recommendations on the Ethics of Artificial Intelligence (26– 30/04/2021 and 21-25/06/2021). He was appointed in April 2020 by the Algerian Minister of Higher Education as the Chairman of the national AI project and the chair of the task force in charge of designing the programmes and planning for the launch of the National Higher School of Artificial Intelligence. After almost two years of hard work, the school, for which he was the interim director, started in October 2021 and accepted some of the very best Baccalaureate holders in Algeria. Prof. Guessoum has given various general lectures on topics related to the place of science in society, scientific research priorities, the brain drain, challenges facing the youth, Artificial Intelligence, Arabic in the ICT Era, Quality Assurance, etc. He has also been a guest in Algeria on numerous TV and Radio programmes dealing with topics related to science and the academic world. In recognition of all his contributions, Prof. Ahmed Guessoum was selected in March 2022 by MIT Technology Review Arabia as one of the 30 most eminent AI experts in the Arab World.

Dr. Armin Eberlein is the Deputy Rector for Academic Affairs at the German University of Technology in Oman. Prior to this position, he was a Full Professor and the Dean of the Faculty of Graduate Studies and Research at the University of Regina (UofR) in Canada. Professor Hilal Mohammed Yousif Al-Bayatti joined Applied Science University (ASU) in the Kingdom of Bahrain as the Vice President for Academic Affairs and Development in September 2007. He holds a PhD degree in Computer Science. His current position is the Director of the Quality Assurance and Accreditation Centre and is a Professor of Computer Science at ASU. Professor Al-Bayatti graduated from the College of Science, University of Baghdad, Iraq in 1970, with a Bachelor Degree in Mathematics. He then obtained his MSc in Computer Science at the University College London, University of London, UK in 1977. He later obtained his PhD in Computer Science at Loughborough University of Technology, UK in 1986. Professor Al-Bayatti was promoted to an Associate Professor in 1992 and to a full Professor in Computer Science in 1998. Professor Al-Bayatti has held a number of Academic and Administrative positions at department, faculty, and university levels. He was appointed to the post of Head of Computer Science Department from 1992 to 1994, and to the post of Dean from 1994 to 2005 at Alrafidain University College in Iraq. He was appointed as the Head of the Computer Science Department from 2005 to 2007 at Amman Arab University for Graduate Studies in Jordan. He was appointed to the post of Vice President for Academic Affairs and Development at ASU in September 2007. In 2017, he was appointed as the Director of Quality Assurance and Accreditation Centre at ASU. Professor Al-Bayatti has successfully supervised 15 PhD and 30 MSc students to completion in Computer Science. He have also been involved as a chair or member of 30 PhD and 40 MSc examination committees. Professor Al-Bayatti’s current responsibilities as the Director of the Quality and Accreditation Centre at ASU, is to implement a quality system that meets the international best practice in higher education, as well as compliance with relevant legislative and professional standards and regulations of the Kingdom of Bahrain. He also directs the QAA initiatives of the University for academic and non-academic affairs. In addition, he ensures that the continuous quality improvement goals of the university and its academic programmes are coherent and fully meet the requirements of local and international accrediting bodies. Born in 1951, Dr. Ahmed Gamal El Din Moussa is a professor of economics and public finance at the Faculty of Law, Mansoura University. He has held many academic and political positions. In 1972, he obtained a bachelor''''s degree in law from the University of Cairo with a "very good" grade. Due to his high ranking he was appointed as a member of the Egyptian State Council. Posterior to his Master degree in Public Law and Administrative Sciences (obtained in 1976) he preferred an offer from the newly established Faculty of Law, Mansoura University (1977). In the same year the University sent him to France, where in February 1984 he received the state doctorate (Doctorat d''''Etat) in law with a "very honorable" degree. His Thesis on "State and Social Inequality in Third World Countries - The Egyptian Case" was chosen as the best thesis and was nominated for the award of print offered by the French Ministry of Education. In 2003, he was a participant in the IEM (Institute of Education Management) course at Harvard University (USA) for presidents of American and foreign universities. After his return from France, he gradually stepped up university posts as an assistant professor (1984), associate professor (1989) and full professor (1995), then head of the Department of Economics and Public Finance (1995), Vice Dean for Education and Students Affairs (1996) and Vice President of Mansoura University for Education and Students Affairs (2001). In July 2003, he became the President of Mansoura University. One year later, he was appointed as Minister of education for the first time (first cabinet of Dr. Ahmed Nazif). He returned in February 2011 to take over the ministries of higher education and education (second cabinet of the General Dr. Ahmed Shafiq). In March of that year, he preferred to dedicate himself to the education portfolio (Dr. Essam Sharaf first and second cabinets). In the meantime, he also chaired the Legal Studies Sector Committee of the Supreme Council of Universities for more than ten years (February 2008 - November 2018). Also, he chaired the Standing Scientific Committee for the Promotion of Professors and Associate Professors for Economics and public finance discipline (2013-2016). In terms of professional and practical experiences, he is the principal partner in the "Arabian Law firm", and he is a local and international legal arbitrator. He has previously been a member of the Board of Directors of the National Postal Authority and Chairman of the Board of Directors of Post Firm for Systems. He was a member of the Supreme Court of Values, and was for more than 12 years a member of the Council of Private Universities. In terms of published academic production, it is about twenty articles, most of which fall within the framework of the public economy and public finance. One of these researches has received the Mansoura University Encouragement Award (1989). Another one obtained the State Encouragement Award in Economic and Financial Sciences (1991). Third research obtained the National Prize of the Academy of Scientific Research for Environmental Studies (1992). Finally he receipt of the State Award in Social Sciences (2007). Professor Moussa has published more than fifteen books in the fields of economy, politics and public finance. He has published dozens of articles in Al-Ahram, Al-Masry Al-Yawm, and Al-Akhbar newspapers and Al-Arabi magazine (Kuwait).
