Should VAT be charged on the new Manchester "City Visitor Charge"?

This charge of £1 per room stay per night was introduced on 1st April. Should VAT be charged on this as well (effectively making it £1.20)?

Hi.
The £1 extra fee being charged by hotels within the Manchester area is an additional charge for a taxable supply of hotel accomodation and so VAT would need to be charged on this.
