Overview

Maritime survey seeking to explore financing within the shipbuilding sector and market demand for a Home Shipbuilding Credit Guarantee Scheme (HSCGS)

The Home Shipbuilding Credit Guarantee Scheme (HSCGS) will be a UK Government backed guarantee at a market-oriented price for the purchase of UK ships by UK buyers. Stakeholders are being invited to complete this survey to assist the UK Government’s research into what other financing options exist in the ship building market, where there may be a market gap and demand for a UK Government guarantee scheme.

This exercise does not constitute a consultation on any government proposal for the purposes of the Cabinet Office Consultation principles and for the avoidance of doubt, government does not intend to conduct a consultation on this scheme in the future. The pricing and modelling of this scheme will be on a commercial basis and therefore, this is an opportunity for stakeholders to assist government by providing market analysis. Responses collected from this survey will be used by BEIS to build our evidence base for this scheme and to inform the Business Case.

All data will be treated anonymously and will be for government use only. Further information on how we use your data can be found in our Privacy Policy.

We are seeking views and information from four key stakeholder groups:

  1. Vessel operators and buyers
  2. UK Shipyards
  3. Lenders
  4. Brokers

Please use the Proposed HSCGS doc to inform your answers.
