In 2017, Cambodia launched its National Strategic Plan for Identification 2017-2026, with the goal of registering all residents under the same system. During the Khmer Rouge regime, Cambodia’s civil registration and identification system was destroyed. Since then, the government has undertaken extensive efforts to rebuild the system.
